Two Arrested for Rape, Death of Neighbour’s Wife

The two men who are twenty years old each, are from Kakumi village in Baure Local Government Area of Katsina State.

They were alleged to have raped and murdered a housewife in the village.

The Spokesman for the Katsina Police Command, SP Gambo Isah, confirmed the development on Friday.

He said the duo, on May 11, 2020, scaled the fence of the house of one of their neighbors, Yunusa Adamu about 1 am and allegedly raped his (Adamu) wife, Hajiya Adamu.

They were said to have killed the woman after they had raped her when they discovered that she recognized one of them.

Adamu was said not to be at home when the men carried out the act.

The Command’s spokesman said, “On the 11, May 2020 during the Ramadan, and about 1 a.m, the duo of Faisal Lawal, 20 and Abba Nasiru, 20 scaled the fence of the house of one Yunusa Adamu, entered his house and forcefully had carnal knowledge of his wife. Having recognized that the woman recognized them, they now slaughtered her like a ram.”

It was learned that the clothes Lawal wore during the incident were also recovered with bloodstains while he was also said to be jittery when the deceased was being buried.

The police also revealed that the deceased handset was recovered from Nasiru.

SP Isah said the two men who were already in police custody would face rape and culpable homicide charges.

It was earlier reported that there has been an upsurge on sexual-based violence as a result of the lockdown imposed by the government to contain the spread of the ravaging Coronavirus pandemic according to Inspector-General of Police, IGP, Mohammed Adamu

IGP Adamu, who was flanked by the Ministers of Women Affairs, Dame Pauline Tallen and the Minister of Information and Culture, Alhaji Lai Mohammed, said within five months, the Police have recorded 717 rape incidents, arrested 799 rape suspects, 631 of the cases investigated and charged to court, while investigations are ongoing on 52 of the cases.

The Police boss, who said that some people indulge in rape for ritual purposes, assured that all those involved in the criminal act will not go scotched free. According, “We are here to brief you on sexual and gender-based violence and the action that the government has been taking, particularly the Nigeria Police.

“It has come to the public knowledge now that because of the COVID-19 restrictions, we have surged in cases of rape and gender-based violence. These are cases that are now coming up but we want to let members of the public know that, rape and gender-based violence have been there.

“The law enforcement agents have been dealing with these cases, in most cases, members of the public are not aware of the actions that the law enforcement agents have been taking.

“The Nigeria police so far from January to May 2020, we have recorded about 717 rape incidents that were reported across the country, about 799 suspects have been arrested, 631 cases conclusively investigated and charged to court and 52 cases are left and under investigation.

“The police and other security agencies and other Non-Governmental Organizations have been collaborating, to see to it that these cases of rape and gender-based violence are dealt with. The NGOs and CSOs (Civil Society Organizations) that have the capacity to deal with this kind of offenses, have been cooperating with law enforcement agencies in capacity building, management of victims of rape and similar offenses and procedures for collecting evidence, towards successful prosecution.”

IGP Adamu said the upsurge of rape cases in recent times has made the government take a more drastic approach towards curbing the menace. He called on every Nigerian that has or comes across to any victim of sexual offenses or rape or gender-based violence, to quickly report to law enforcement agents.

He said, “Keeping it without reporting it will give room for the perpetrators to continue to commit the offenses. It is a very wicked offense, it is a very serious offense, it is very wicked of an individual to engage in rape or defilement. “And there are a lot of causes, some are doing it for ritual purposes, some are doing it because they are within the family and they see the victims and have the urge to go into it and do it.

But such people should not be allowed to go scotch free. “I am just to inform you that the government is doing something about it and you can see me with the Ministers of Information and Culture, Lai Mohammed and Women Affairs Development, Pauline Tallen. “From now onward, a national partnership with every stakeholder is what we are going into. It will not only be within the country but within the sub-region.

We have to partner with organizations that are involved in this.” IGP Adamu said the Police and the government have been working with UNODC (United Nations Office on Drugs and Crime) and other civil society organizations to curtail sexual-based violence in the country.

Woman Abducts 17-Year-Old Girl, Hands Her Over To Husband To Defile

Police in Ikolomani Constituency, Kakamega County have arrested a 46-year-old woman accused of abducting a 17-year-old girl, whom she handed over to her husband to defile. Also arrested, is the woman’s partner.

The woman, who hails from Isuzu Village in Ikolomani, is reported to have kidnapped the teenager from her parents’ home in Teso South, Busia County on Tuesday, July 21.

Mary Harun, who is claimed to be living with fertility challenges, allegedly abducted the minor with the intention of handing her over to her 49-year-old husband, Wycliffe Makotsi, to defile.

According to preliminary investigations, Mary unlawfully confined the teenager so that she could conceive for her (Mary’s) spouse, Makotsi.

Children’s rights activists, who had been informed of the woman’s actions by neighbors, stormed her home and rescued the teenager.

“Neighbours said they heard the teenager screaming, and when they entered the suspect’s house, they found the woman’s husband sexually penetrating the minor, who was a virgin. The abduction suspect, who was present when the defilement was taking place, was the one holding the girl’s legs apart and pinning her down on the bed. Locals found blood flowing from the girl’s private parts,” said a rights activist.

Residents, who allege that Mary has previously kidnapped five underage girls with a motive similar to the latest incident, will be banished from the Isuzu Village community.

“None of the girls she previously abducted under the guise that she would offer them a job at her home conceived for her spouse,” said a neighbor.

The woman and her husband are being held at the Malinya Police Station, whereas the minor, who doctors at Shibwe Sub-County Hospital have since confirmed that she was defiled, is being accommodated at a children’s home in Kakamega.

Confirming the incident, Ikolomani OCPD Joseph Chesire told K24 Digital that Mary will be charged with kidnapping the minor.

“We might also charge her with child sex trafficking once investigations are concluded,” said Chesire.

Section 13(b) of Kenya’s Sexual Offences Act states that: “A person including a juristic person who, in relation to a child supplies, recruits, transports, transfers, harbors or receives a child, within or across the borders of Kenya, for purposes of the commission of any sexual offense under this Act with such child or any other person, is guilty of an offense of promoting child sex tourism and is liable upon conviction to imprisonment for a term of not less than ten years and where the accused person is a juristic person to a fine of not less than two million shillings.”

Mary’s husband, on the other hand, stares at spending at least 15 years in jail should he be arraigned and found guilty of defilement.

Section 8 (4) of The Sexual Offences Act 2006 states: “A person who commits an offense of defilement with a child between the age of sixteen and eighteen years is liable upon conviction to imprisonment for a term of not less than fifteen years.”

Mary and her spouse, Makotsi, who have been married for at least 20 years, have been unable to get children
