Whose duty is to teach a child about sex

This question has been asked repeatedly in all quarters, but no established answer has been given. 

What is sex education? 
Sex education is high quality teaching and learning about different topics related to sex and sexuality, exploring values and beliefs about those topics and gaining the skills  needed to explore relationships and manage one’s own sexual health. Sex education may take place in schools, in community settings, at homes, at worship center(churches,mosques etc)or online). 

With this background definition, it is clear that we all have a part to play in teaching our children (minor, teenagers etc) sex education.

Looking at these set of personalities
1. ParentsTalking to a child about sex and sexuality issues is what a lot of parents do not do because many feel embarrassed to discuss such with their kids. In as much as kids could end up spending more time in school amidst their teachers than they do at home with their parents, it still falls back on parents to initiate sex talk with their kids or compliment what the kids have heard from their teachers.
In our society, some parents are either ashamed or too holy to teach sex. If you don't teach them sex and it's attendant effects, someone else will teach them and this is the beginning of sexual molestation. If you refuse to teach, be ready to face the consequences.

2. Schools(teachers): I have been wondering why the ministry of education has refused to add sex education to our curicculum. Is it that we don't have qualified sex educationists in our schools, no textbooks on this important subject or the government is also influenced by customs and traditions. With the high rate of rape, sexual assault and molestation in the country. Sex education has become a beautiful bride we must marry in our schools.

3. Worship centers: if I am permitted to say this without prejudice, the houses of worship are the chief culprit here. By not doing what is expected of them, they have unknowingly contributed to this high rate of sexual vices in our dear country. People are too holy, some pastors are basically concerned about tithe and offerings. Even in the Bible Eli was punished for the sexual sins committed by his children, why? He refused to teach them sex education. Hope you know Eli was a pastor. I think sexual education should be incorporated in our Sunday school and the same should apply in the mosques too. 

Having said all these, my stand is we should take the bull by the horn and fight this social pandemic(rape, Child Abuse, sexual molestation etc) that has vowed to destroy our existence
